Villains and Criminals are individuals, usually human, that disturb the normal functioning of society by committing serious crimes. They fight against heroes and protagonists.
History
The villains of the criminal underworld were invited by the Hero Association to a meeting by Sitch to discuss villains working with heroes to stop Shibabawa's prophecy from coming to pass. However, the villains appeared uninterested in helping. When things turned to violence, all the gathered heroes and villains were taken down by the self-proclaimed monster Garou.
