Villains and criminals are individuals, usually human, that disturb the normal functioning of society by committing crimes. They fight against heroes.
Bounties are placed on them as rewards for their capture, with the amount increasing based on the level of threat they pose. Similar to heroes, who are ranked by the Hero Association, villains are also categorized into classes. S-Class is the highest, followed by A, B, and C, with C-Class villains having prowess comparable to C-Class heroes, B-Class villains to B-Class heroes, and so on.
Plot[]
The villains of the criminal underworld are invited to a meeting at the Hero Association headquarters by Sitch to discuss villains working with heroes to stop Shibabawa's prophecy from coming to pass. However, the villains appeared uninterested in helping. When things turned to violence, all the gathered heroes and villains were taken down by the self-proclaimed monster Garou.
