Orochi[]

Like most of the Monster Association, Phoenix Man is terrified of Orochi's strength. After almost failing to kidnap Garou, he considered fleeing the scene rather than retreating to be devoured by Orochi like he'd seen happen to his colleagues. Phoenix Man does not respect him as a leader though, but sees him more like a conditional setback, a mere stepping stone on his path to the top of the world.

Rhino Wrestler[]

Phoenix Man was a frequent collaborator with Rhino Wrestler, such as on the mission to kidnap Waganma, but did not share any camaraderie with him. He disregarded his excitement over training and battling heroes, seeing it as trivial in the face of his own plans.

Hero Association[]

Child Emperor[]

Although initially attempting to kill Child Emperor, Phoenix Man does not hold any great anger or hatred towards Child Emperor. Possibly due to his past as a mascot in a children's show, he actually holds some sympathy for Child Emperor and attempts to reason with him, seeing the young hero's potential to become another costume monster like himself. He sees himself in Child Emperor - someone who needs a costume to be strong - and offers him the chance to create an organization together with unparalleled spiritual unity. Furthermore, he grasped Child Emperor's hand, bent down, and actually said he needed Chlid Emperor's strength. This act moved Child Emperor, who had never been shown as much respect and appreciation from anyone at the Hero Association before.

Even when Child Emperor initially refused the offer, Phoenix Man did not stop his attempts to recruit the hero and continued to persuade him, showing him the truth about illegal activities committed by the higher-ups of the Hero Association and telling the hero about his past. In fact, Phoenix Man was nearly successful in turning Child Emperor to his side, had Saitama not intervened and Zombieman not given his words of support and appreciation. However, once Child Emperor made it clear that he had no intention of joining Phoenix Man and that he'd continue to live as the hero he wanted, the monster dropped all amicability and declared he would consume Child Emperor's brain out of revenge for the hero's lack of cooperation and way he took Phoenix Man's generosity for granted.

Watchdog Man[]

Even though they never met in-person, Phoenix Man views Watchdog Man as another kindred spirit in a costume, and planned to have Watchdog Man join the costume-based organization he was preparing to create.

Saitama[]

Phoenix Man was very perturbed by Saitama, especially by his peculiar ability to infiltrate Phoenix Space. The two didn't interact much after this, as Saitama stepped back to allow Child Emperor to finish the battle of ideologies. Saitama was amused by Phoenix Man's Monster Chick transformation.

Other[]

Garou[]

Phoenix Man was among the first monsters sent by the Monster Association to recruit Garou to their ranks, attempting peacefully multiple times before finally kidnapping him with the help of Elder Centipede. He seemed to harbor a passing interest in Garou, working with him out of loyalty to Orochi more than anything. He was perceptive enough to wonder why Gyoro Gyoro sent Bug God and Royal Ripper, of all monsters, to supervise Garou, and underestimated him by believing that the human was going to be killed. Ironically, he shared Garou's view that the Monster Association was an insignifcant step in the world and also possessed the ability to come back stronger after a defeat, showing that the two were much more alike than he thought.
