"Limiter" (リミッター, Rimittā, Tonari: 129) is the 89th chapter of the One-Punch Man manga series.

Garou begins to engage in battle with Royal Ripper and Bug God while Tareo runs away. Phoenix Man discusses with Gyoro Gyoro about Garou and Orochi. Zombieman meets with Dr. Genus who tells him about a limiter that restricts the growth of a living creature.
Long Summary[]
Garou takes a stance before Tareo, forming a fist as Bug God and Royal Ripper approach. Royal Ripper reveals that Gyoro Gyoro sent them to observe Garou. After monitoring him, they begin to doubt whether Garou is truly a monster. Garou taunts Royal Ripper, who then orders him to kill Tareo. When Garou asks why, Bug God explains that to be considered a monster, one must abandon their humanity. Royal Ripper agrees, suggesting that Garou may not be a suitable candidate after his defeat by Saitama.
Garou tells Tareo to go home, but fear holds him back. Garou chastises him, seizing the hero catalog from his hand and insisting the boy needs to get stronger. At that moment, Royal Ripper attacks Tareo, but Garou intervenes, lifting Royal Ripper by his blades and delivering a powerful kick to his abdomen. Royal Ripper is propelled into the air but quickly recovers, using his blades to anchor himself and perform a somersault, albeit injuring his arms in the process. He manages to restore his limbs and Garou shouts for Tareo to flee, which he does. As Tareo runs away, Royal Ripper declares Garou an enemy, prompting Garou to brace himself for their assault.
Meanwhile, at the Monster Association headquarters, Gyoro Gyoro meditates on a bean bag as Phoenix Man enters. Phoenix Man questions Gyoro Gyoro's decision to send two unruly monsters to observe Garou, suspecting they might kill him instead. Gyoro Gyoro argues that Garou needs to be pushed to his limits to develop. When Phoenix Man asks about Gyoro Gyoro’s plans for Garou, Gyoro Gyoro deflects by referencing Lord Orochi’s origins, explaining that Orochi was once a mere human who became the Monster King through Gyoro Gyoro's efforts and sacrifices, shocking Phoenix Man. Gyoro Gyoro believes Garou could become the next Orochi if given similar treatment and assures that he ordered Bug God to prevent Royal Ripper from killing Garou, stating he could always find another specimen if Garou were to perish.
Atop a roof, Zombieman observes a takoyaki shop, suspecting it to be a front for the House of Evolution. Inside, he encounters Armored Gorilla, who mistakenly assumes Zombieman is a customer. Upon learning that the House of Evolution is gone, Zombieman meets Dr. Genus, who fondly recalls Zombieman as a successful immortal specimen who escaped and destroyed his facility.
Zombieman threatens Dr. Genus with an axe, demanding to know why the House of Evolution was destroyed, suggesting it could be rebuilt as long as Genus lives. Genus recounts his encounter with Saitama, claiming that Saitama removed his limiter, surpassing any artificial creation and disproving Genus’s research. He explains that every being has inherent limits to prevent them from becoming mindless monsters, a safeguard established by God. Zombieman questions whether Saitama's power came at a cost, which Genus confirms, stating Saitama lost his hair and experiences societal detachment. Zombieman asserts that those with immense power who don’t turn into monsters are heroes. Genus elaborates on the differences between monsters and heroes, explaining that monsters are shaped by internal and external factors, while heroes develop their innate potential through effort or enhancements.
Genus describes how some beings, like the Seafolk or Dark Matter Thieves, are simply hostile sentient entities, while heroes are usually born with potential. Saitama is unique, having achieved greatness through sheer determination despite lacking innate ability. Genus admits to relinquishing his ambitions in light of this revelation and explains the takoyaki stand's purpose: he discovered a way to produce unlimited octopus tentacles.
As the battle resumes, Garou throws a punch at Bug God’s torso, but ends up injuring his own hand. Royal Ripper then unleashes a rapid series of slashes directed at Garou, all of which are either dodged or deflected. While Garou is occupied with Royal Ripper’s onslaught, Bug God sneaks up from behind, only to be met with a barrage of deflected slashes from Royal Ripper. Undeterred, Bug God swiftly drives Garou into the ground and then hurls him onto electric cables, briefly electrocuting him. Garou quickly recovers and charges back at the two monsters as they leap toward him. The three find themselves in a stalemate, with Garou feeling confident in his ability to overcome his foes, while the two monsters declare their intent to go all out. Unfazed, Garou claims that he has seen everything they can do and will not be hit again. Meanwhile, it is revealed that Tareo has been captured by Sludge Jellyfish. Garou's momentary distraction allows Royal Ripper to viciously slash his back, followed by a strike to his torso from Bug God, culminating in a relentless series of slashes that leave him in a pool of blood. Bug God promptly halts the attack, stating that Garou should be kept alive. Royal Ripper stops his assault but ominously remarks that it might be too late for Garou. He then invites Tareo back home with an eerie grin, claiming they will become great friends.
