The Abandoned Masses (廃界の衆, Haikai no Shū) is a notorious group of mass murderers whose goal is to cull the population in the world. The group is believed to be a direct competitor to the Ninja Village.[1]

In the past, the Abandoned Masses was considered to be extremely powerful that the Ninja Village Leader and his subordinates instructed the trainees to avoid them at all cost.

Someone infiltrated the Hero Association HQ and sent the letter stating that the Abandoned Masses is waiting in the ruin of the Ninja Village. Flashy Flash is dispatched to deal with them and he believes they are making a name for themselves and trying to control the underworld after the destruction of the Heavenly Ninja Party.
