Even the optimistic fans/glazers have lost hope after seeing episode 5 being of that quality, because Garou vs. Orochi is one of the major fights of the season.

Also, you got your translation wrong. It's Saitama talking about himself going all out, not Garou. Right after that he even says "Looks like my wish has come true."
The "wish" in the context is that a strong opponent who makes himself go all out.
Saitama going all out is what the context of the fight tells us. The narrative and surrounding circumstances of their battle support this.
Garou states that if he can replicate Saitama's full power, he believes he can win, as his ability allows him to refine and evolve the strength he copies.
Garou provokes Saitama into using his full power by killing Genos. Who is Genos, you may wonder? He is the individual whose death would profoundly affect Saitama's life. Genos is crucial for Saitama’s mental stability, helping him manage his overwhelming power. The death of someone like Genos would understandably drive Saitama into depression, unleashing his anger on Garou.
After Garou successfully copies Saitama's full power and matches his Serious Punch, they both land on Io, where Saitama say, “Now I can finally go all out without worrying about anything else.”

But based on the narrative and indications from non-canon material? I find it kinda stupid if his Dimension Slash now does not cut space. Its first use post-retcon is literally slicing cleanly through two Dragon+ level threats.
Yeah, you can see that it has changed to resemble the webcomic, but I'm sure we will see some changes soon. Blast never appeared in the webcomic, but here he does in the manga, and there are interdimensional Mysterious Beings at the end, which never happened in the webcomic.
