Both are unknowns, I'm inclined to think Gol D. Roger at least earned his legendary status, but since we know nothing about Blast, it's impossible to say; apart from the fact that Saitama is probably stronger than him :P
Who is Blast anyway? ...Honestly, I don't know. I'm following the anime and I kind of thought that Blast is actually Saitama, since it's already been shown that the reason the Hero Association formed in the first place was in large part due to Saitama, and people just had no idea who he was.
God I hope not. I love how much he idolizes him when he's doing mundane things like grocery shopping or playing videogames.
Do you believe Genos is over-ranked?
I think that the power curve is sharp from low to high S-rank.
I think that both Sonic and Genos are mid S-rank material.
Metal Bat is also mid S-rank, and he fought Garou to a stalemate. This makes me want to put Garou at mid S-rank. (to be fair, I do think Garou would have won the fight if Metal bat's sister hadn't appeared and Garou didn't drop his guard).
I honestly don't know who would win between Metal Bat and Genos, or Metal Bat and Sonic, or Sonic and Genos, or any of them vs Garou. They all seem to be on the same scale.
Boros is another matter entirely. He is a God-level threat that none of the S-level heroes would have been able to face. He survived dozens of punches from Saitama, for heaven's sake! He's clearly on another level.
Rankings don't mean much. Metal Bat is pretty strong, but I don't think that he's faster than Sonic, so he'll probably get his head sliced in half.
@APersonWithTime: You're right that speed is a big factor in Garou's fighting style, which is why I think Sonic v. Garou would be an interesting fight. Garou does his best to learn an opponent's moves by absorbing their first few hits; because he's a relatively normal human, he can take a lot of damage from those hits, and doesn't seem to recover well. I think that Boros is literally on a different level than Garou; during the Dark Matter Thieves invasion the aliens were convinced that Boros would save them even while Tatsumaki was blowing chunks out of their ship and all of the other S-ranked heroes were preoccupied with Melzargard. From Garou's fight with Metal Bat we can see that Garou's power (for the moment) has a ceiling in the mid-to-upper S-rank hero category, which is consistent with the position Bang currently holds, who was present in that fight. I think that Boros would have killed any one of those heroes easily, including Bang. (Even without planet crusher)
Regarding Boros v. Garou: Boros is on a different level than Garou. Garou wouldn't stand a chance against Boros. (Imagine Bang vs. Boros)

Mumen rider isn't 'blah blah', he fights for justice; unlike Saitama, he fights actively. He isn't as strong but he still fights any enemy. He doesn't care about fame at all. Saitama respects him because he sees himself in him, before he became bored.

Saitama has all the power in the world. He's the protagonist. Mumen Rider has no power at all. Fully aware of that, he will fight any enemy; threat level Demon, Dragon, or God. I think Saitama has some admiration for him. (Or at least sees himself in him)
